Capabilities
We should rename 'Capabilities' to 'Characteristics' or something like that (CharX?)
Should the CharX response include information about datasets or should we use THREDDS catalogs for that?
Jose has proposed enabling several CE syntaxes. Should that information go here?
Should server version information go here?

I actually like "Capabilities", perhaps because its getting used in a similar way in
OpenGIS
servers. It has the meaning for me of the server advertising what it can and cant do.

The (potential) problem with the word 'Capabilities' is that
OpenGIS may have it trademarked. I've emailed them about the word and asked if we can use it in the case where they have trademarked it. For now it's 'Capabilities' in the spec.
